>> reporter: the man shot and killed by sfpd over the weekend it was not his first encounter with police. we'll have more on his criminal background coming up. >> and u.s. airways will be the subject of a protest today, protesters accusing it of racially profiling passengers. a live look at the iconic golden gate bridge. a gorgeous day in store on this monday, july 18. this is "today in the bay." >> good morning. welcome to monday at 6:00. i'm marla tellez in for laura garcia-cannon. meteorologist rob mayeda is here for christina loren this morning. how is it looking? >> pretty nice. you showed us the golden gate bridge there. cloud-free. temperaturewise not that bad. just not very summer like you could say as we head to lunch time, low 70s popping up inland.

the area to watch, north bay may see a few rare july showers. 65 san francisco. about 70 in oakland and speaking of the east bay, how is that morning commute? >> so far so good. you point out the east bay, rob. that's the first to slow the slowdowns in antioch, livermore, not so great. approaching the maze these are travel times. that's pretty good approaching the bay bridge toll plaza. i'm watching a jackknifed big rig affecting the south bay commute or potentially. >> we begin with news from overnight in san jose. police tell us they found three people shot around 11:00 last night. this happened on jean avenue near highway 280. the victims are said to be a man and a woman as well as a male juvenile. they all -- they are expected to survive, though. >> we do have new information this morning on a double murder that happened overnight in richmond. smith spoke with police. she joins us live from police headquarters with an update. good morning. >> reporter: good morning. it seems like this is happening all too often. yet another shooting on the streets in richmond. as you said i got an update from the spokeswoman. this time two people shot and killed. a man and woman. a third person, a woman, is in critical condition. this follows another shooting days ago that left three people dead in a shoot-out in a richmond home. this latest shooting happened about 10:15 on bissel avenue. a man and a woman shot dead in front of an apartment complex. that one happened right after another shooting at 9:45. a 23-year-old man wounded on gertrude avenue. he's expected to survive. investigators want to know if these two are linked. at this point they just don't know. they don't know if these are rug

related or gang related. tension on the streets is building. >> we have some kind of feud going on between north richmond and our central richmond area. we don't know exactly what that is at this time. we're trying to figure that out so we can prevent future shootings. but we just don't know what's going on between the two right now. >> reporter: again, this follows a shooting in a richmond home that left three people dead near triangle court. at this point they don't know whether any of these are related but this is near rows of subsidized housing. neighbors fear backlash. they want private security but it's not in the budget. the city saying they can install more lights but residents saying that's just not enough to make them feel safe. at this point no arrests in the shootings that happened overnight. reporting live, christie smith, "today in the bay." >> thanks. oakland police say they have a

person of interest in the case of a woman whose body was found burned to death in the rock ridge neighborhood. police have not released that person of interest's name. investigators have interviewed several people. you're looking at video of the scene from last thursday. the victim is 21-year-old monica rodas-alfaro, a mother of a 3-year-old. there is a $10,000 reward for information leading to an arrest. call oakland police or crimestoppers of oakland if you think you can help. >> new information about the man shot and killed by san francisco police and the bay view district. he may have been involved in a recent fatal shooting that happened in washington. this comes as anger is reaching a boiling point in the bay view. today in the bay's bob redell is live in the neighborhood with an update. good morning, bob. >> reporter: good morning. one community activist we spoke with tells us she is planning a news conference for later today to call for more police

accountability, after sfpd killed a man in the bay view district. you can see people left candles, flowers and balloons in the man's memory. and memory of the man. his name was reportedly kenny harding, a 19-year-old man recently released from prison on parole after serving time for a sex crime. and he was a person of interest in a deadly shooting last wednesday in seattle in which three people were wounded and a young woman was killed. she was a bystander who wasn't involved in the dispute. flash forward to late saturday afternoon, two san francisco police officers stopped harding at third and oak dale in the bay view for a muni fare violation. because he didn't have a valid bus transfer ticket. when they started questioning he started to run away while firing several shots at them. one officer fired back and wounded him. cell phone video has surfaced that shows sfpd with guns drawn

as he lays wounded bleeding on the sidewalk. a crowd of people surround the officers yelling at them, accusing them of shooting an unarmed man. but in another amateur video you can see a gun on the ground near the scene, someone did run off with it but police were able to get it back. they say that's the gun harding used to shoot at them. he later died. people protesting the shooting later in the mission district calling for an investigation into this officer-involved shooting. internal affairs td.a.'s office and citizens complaints have begun investigations of their own. reporting live in san francisco, bob redell "today in the bay." >> thank you. many questions over whether justice is served in the bay area sexual assault case. this involves a san jose stepfather who badly beat a house guest who molested his step-daughter. some people are wondering whether he's being punished too harshly for something almost any

father would do. miguel cerda faces life while the man who molested his step-daughter stands to get out in 22 years because the district attorney filed the maximum felony charges against serda and his brother charged with torture, battery, assault and making criminal threats t.d. a. says it's because the men did not act immediately and planned that beating. rodriguez pleaded no contest to molestation charges. he will be sentenced to 22 years in prison. 6:07. the san francisco chapter of the naacp will lead a picket against u.s. airways outside of sfo. it's calling for the airline to improve how it treats passengers. the naacp says airline employees racially profiled 20-year-old deshon marman when they demanded he pull up his pants on a flight in june. police arrested marman after an argument that followed.

marman's mother will also take part in the protest. two of the employees who confronted marman are also african-american and the airline denies any discrimination. >> pg&e is planning a major replacement on the pipe line that exploded in san bruno in september. now officials say they want the pipe moved. the pipeline 132 extends from san bruno through south san francisco up to san bruno mountain. the pipe runs through the yards of dozens of homes. south city officials want pg&e to move the pipe when it begins a major replacement project next year. the utility is working with the city on the solution and says recent tests didn't show major dangers. if you have business to take care of at the courthouse you want to get that done as soon as possible. the budget crisis is trickling down to court houses. the state courts are preparing to absorb $350 million of cuts

this fiscal year. this means longer waits to file divorce cases, or to resolve legal fights between silicon valley companies. on some days court houses will just be shut down. in the bay area it could mean plans to build a new family court house in downtown san jose, those plans could be shuttered. the state judicial council will meet friday to consider recommended cuts. >> a lawsuit could be filed as early as today challenging laws that kill redevelopment agencies throughout the state. the league of california cities and the city of san jose are among those expected to file the suit against the state. they say the california legislature not only killed redevelopment agencies but added a, quote, poison pill that will prevent the agencies from coming back to life. basically it states the agencies cannot sell debt to build projects. san jose's agency paid for

projects such as the hp pavilion by selling off debt. >> 6:09. monday morning already. why does the weekend go like that. rob, it was a nice weekend. >> we get the sun to break out. the change we're seeing this morning unlike the last couple of weekends, we have clear skies. 56 degrees, oakland also 56 degrees. let's take to you san francisco, this was earlier. 57, southeast wind at 5 and look at that, no fog slowing down the commute. we've got the giants/dodgers here on nbc bay area this evening. if you head to the game it's going to turn breezy and cooler as is typical this time of year. 62 around first pitch time. we're comfortable. the same cannot be said for your aunts and uncles in the great lakes or the southeast, if you have 90s, 97 the high today in minneapolis, 90s to the eastern seaboard. a huge ridge of high pressure is a blocking ridge of high pressure. the reason why we have this

trough and the reason we're not warming up a lot today. if you head to the north of sonoma county you have to watch for scattered showers. we've got a pretty impressive system for july that will bring rain to the north coast. for the bay area it's going to get the sea breeze. and now the beautiful clear skies but plan on seeing low clouds approaching the coast through the afternoon. 65 degrees, san francisco today. 78 in san jose and we should manage low 80s across some of the inland valleys. today and tomorrow, probably the coolest days of your seven-day forecast. not too hot for the middle of the week. sunday living up to its name. we should see mid 90s to wrap up the weekends. >> and living up to its reputation as far as getting up in the morning. we did have the slowdown. right here where i circled, this is northbound 101 between 680 and 880. speeds were below 50, then that's the beginning of the

commute. we'll see slowing approaching the area as well over the next half hour. northbound 101, that's 77 approaching bailey avenue, the concern is there is a jackknifed truck on the shoulder. no lanes are blocked right now. they have to off-load all of that and move the truck when they do they will probably have to block the slow lane. we'll follow this, could be an issue. we'll end with this at oakland. just a slight build to the traffic. no major issues. great for the morning commute. >> it was the 80s, mc hammer. i think we have that coming up. we talked about that. >> good stuff. >> 6:12. san jose state students are waiting for details on their unusual living arrangements for the semester. plus, l.a. has made it through

carmageddon. new reopened 405 oo the is next. hello parents, it's going to be a big school year. your kids are going to climb rope. they're going to have a year long tug war with the ceiling. and by the time they get out of 8th grade, they're going to do it with sweat on their brow and achievement in their hearts. so, this is what they're gonna need: running shoes, t-shirts, tube socks, fruit cups, cheese sticks, energy bars, rope climbing gloves, rope burn ointment, and a jump drive. not sure what that is, but they're gonna be jumpin'. school takes a lot. target has it all.

>> we're following breaking news out of oakland. police there are reporting a car has crashed into a home, perhaps it's a police chase that ended this way. the area of 36th and webster on west street where this is happening, we don't know why police were chasing the car in the first place. we understand the driver jumped out of the car after the crash, police were still searching for him on the ground. we have our chopper in the air and a crew on the way. we'll have an update as soon as we learn more. >> well, what was dubbed carmageddon turned out to be a small bump in the road. the 405 is back open and in

fact, it opened 16 hours sooner than expected. not bad. "today in the bay's" john cadiz klemack is live along the 405 to tell us more. good morning, john. >> reporter: hey, good morning to you. we want to be extra accurate it was 17 hours faster than expected. they say they didn't work faster to get this open. they had the extra time as a contingency plan in case something might have gone wrong. a live look at the 405. this is back to normal i guess you could say moving slow like it normally does in the morning rush hour. good news for folks as they head in to work. they don't have to worry about closures. as of yet no accidents here on the 405. over the weekend they did a lot to get this done. they are trying to replace the south side of the bridge, that's part one of carmageddon. part 2 comes out to 405 freeway near you next summer, they do the north side of that.

try to get all of this finished by 2013. $1 billion project. and in addition to that they are working on trying to get a carpool lane on the northbound lanes from orange county to the san fernando valley. once it finished will come in handy for the folks who live and work around here. they are patting themselves on the backs here, the folks who stayed off the freeways this weekend to keep it clear. there was no issue of traffic throughout the entire weekend on any freeway, really, in the l.a. area. which has a lot of people thinking they would like to have a carmageddon every year. back to you. >> yeah. that's great that part one as we call it went so well because i'm sure that puts some people's fears at rest about next summer. >> possible but some think since everyone stayed off the road does that mean next year they may not take it seriously? >> let's hope they do. thanks, john. uc-berkeley is asking new students for their voices

aheadle fall campus orientation. the university is asking in-coming students to record their voices and accents. it's an experiment to map and match accents from around the state and the world. the students record their samples online, reading various phrases in english and some in their native tongue. so far about 300 of the almost 6,000 new students have submitted voice samples. >> upper classmen at san jose state are asked to live in a hotel for the upcoming school year. but the school hasn't said which hotel. they require freshmen to live in dorms on campus. with a large group of freshmen moving to campus, about 250 upperclassmen have been asked to give up their spots in the dorms. the university will put the students up in a hotel and have promised it will be business class with access to public transportation. makes me wish i was back in college right now. i would say yeah, i'll take the

that's the jackknifed rig. there are some chp on the scene, there is slowing, a lot more than we saw about 15 minutes ago. as she pans to the left you see the build-up coming in toward  bailey avenue out of morgan hill. slowing from about coyote creek. if she can make her way to the right north of the accident you might get a glimpse of all of the big rig tow truck and the rest of the equipment so it's not just the rig and two cruisers. there is a car there that might have been dinged. i'm not sure. a big rig tow, a bigger rig tow, both there hopefully going to help get this out. we end with our live shot from the chopper. we'll see slowing at the toll plaza. the metering lights may have just been turned on because of the build-up on the incline. back to you. >> 6:24. we know what a new san francisco monument honoring those who served in the armed forces will look like. it's an artist rendering of the san francisco veterans memorial.

the winning design was chosen from three finalists. it will consist of three pools and encircling an octagon of stone. the pools form a circle of watt they're glides over the stone from the street to a garden below. the movement is meant to symbolize the merging of heaven, the circle and earth the octagon. it will be between the war memorial opera house and the veterans building f. you are not familiar with groupon it's a coupon thing and discount you can buy online. like half off a cut and color at the local salon. scott, you're going to talk about this. >> good morning. this groupon thing has expiration dates. that's a huge problem. under california law, you're not supposed to have expiration dates when it comes to gift certificates. the state of connecticut has a very similar law, and this morning connecticut is looking into whether groupon violates connecticut law by having those

expiration dates. is it a problem in california? not yet but we'll continue to look at that. some trouble last night with netflix streaming, the company says that has been fixed but anger over the whole price hike continues to simmer. you look at netflix's stock performance, looking pretty good. the last six months in fact, last wednesday it hit an all-time high. >> what a weekend for news corp. the former head of news of the world was arrested, the head of the "wall street journal" stepped down, no proof he did anything wrong. but he used to be head of the news of the world. and the prime minister of england has called for an emergency session of parliament. david cameron's press secretary used to be an executive at news of the world and that's been a huge problem for ten downing street. they had to fire him. there is some question whether the prime minister of england will be able to keep his job.

temperatures as we move to the afternoon, lunch time temperatures low 70s, topping out near 78, 65 san francisco, we'll talk more about the rare far north bay showers coming up in the full forecast. mike's got a look at issues around the bay bridge. >> that's right, rob. we're going to tell you about a disabled vehicle on the incline. the chopper over the scene. there you go. right in the middle of your screen. the hood is up. we had someone out of the car looking at things and folks were swerving suddenly hitting the brakes. there is that person. a bridge crew is heading out there. this could be an issue for more than a few minutes. we'll track this. another issue. they might be moving the car. no. looking at the jackknifed big rig we're looking at still this issue going on northbound into the south bay as well. this is a problem. the bay bridge as well as 101, major portion of the south bay commute coming in.

we're tracking both of these. back to you. >> you are one busy man. 6:31. we have new information this morning on the man shot and killed by san francisco police in the bay view district. he may have been involved in a recent fatal shooting in washington. anger is on the rise in the bay view. bob redell is live in the neighborhood with more for us. good morning. >> reporter: good morning to you, laura, excuse me, marla. some people here in the bay view district question whether sfpd was justified in this shooting, killing of a man you can see he's memorialized now on the sidewalk where he was shot saturday after police stopped him for a muni fare violation. cell phone video shows a tense scene after the shooting. the man shot could be seen bleeding on the ground. he is reportedly kenny harding, a 19-year-old parolee recently released from prison after serving time there for a sex crime. also wanted in connection with a deadly shooting in seattle. more information on that coming

up. the video also shows sfpd surrounding him with guns drawn and an officer assists him while waiting for the ambulance to arrive. all of this going on bystanders are yelling at police demanding to know why they shot an unarmed man. screaming where's the gun. here it is according to police. another video shows it lying on the ground near the scene. investigators were able to recover it. they say harding used it to fire on two police officers after they tried to detain him for not having a valid bus transfer ticket. he ran away, firing numerous shots according to police. at least one of the officers fired back, hitting harding who later died. >> we can point our fingers to the police at fault for this young man's death. what about the children that died prior to this young man that the police had nothing to do with? see, our kids are dying every day. and we sit and point our fingers but what am i doing to make a difference. if i don't do nothing i don't

need to point my finger at nobody. >> reporter: a paster who approached us to come together to find solution to the crime problem in this neighborhood. sf sfpd, the d.a., investigating this. a news conference is scheduled for later today at headquarters. as we mentioned police in seattle were interested in speaking with kenny harding. that's why we have natalie in our sister station in seattle to take it from there. >> reporter: good morning. you can see here on the street this memorial continues to grow. this is where four people were shot last week, one of the four a pregnant 19-year-old woman, tanya gilbert died. her family learned about this potential break in the case yesterday. we want to show you a picture of tanya gilbert. her family and friends.

they did learn from police telling them that the 19-year-old man kenny harding killed in san francisco could be connected to the shootings that happened in seattle on wednesday. it was late wednesday night that a man walked up on foot and opened fire, shooting at four people on a south seattle street. three of those people are recovering from injuries but as i said, tanya gilbert who had turned 19 and was expecting a baby was killed. one ever her friends told us that sunday was the first day she felt safe enough to step foot outside. learning that the person of interest was possibly shot and killed in san francisco did bring mixed emotions. >> from my understanding he was gunned down, i really do wish it wasn't like that. >> thought i was going to be able to see who he was in court and just to let him know the pain. >> reporter: the last young woman you heard from there, 16 years old, a survivor of last

week's shooting, she has gunshot wounds to the leg and arm. she's among family and friends waiting to learn more from seattle police. they expect to learn more sometime today. live in seattle, marla, back to you. >> thank you, natalie. 6:35. we have an update on a car that crashed into a home in oakland. we reported this a few minutes ago. we have -- we had our chopper over the scene. the chopper had shown us damage to the fence in the front yard of this home. police were chasing a car when it lost control on west street in the area of 36th and webster. we don't know yet why police were chasing the car. here is a look at the scene from our chopper. we do understand that the driver jumped out after the crash. that last report police were still looking for them. you can see the damaged fence. the car was towed away. we have a crew on the way. we'll have an update as soon as

we get new information. >> budget cuts in contra costa county take a toll on the sheriff's department. the contra costa times reports that the sheriff's department fields as few as six deputies in the graveyard patrol to cover the entire county. by comparison, richmond staffs at least ten officers at night. other cities have at least six officers on parole for a smaller area. the contra costa times reports it takes 11% longer to respond to top priority calls including crashes and felonies. >> 6:37. good morning. for a monday morning not looking bad. meteorologist rob mayeda is in for christina loren. >> good morning. pretty nice start to the morning. we have sunshine even around san francisco and for most of our inland valleys now. we are seeing low clouds approach the coast. 50s for the moment. we have a healthy sea breeze reaching fairfield. with the on shore wind pattern our temperatures are going to stay fairly mild.

and you're going to look for warmer temperatures, probably going to have to wait until wednesday. in the short-term we'll continue to see more clouds spilling over the north bay, strong sea breeze through tomorrow. by the middle of the week we'll see high pressure building with 70s and 80s for the inner bay and yes, 90s, july weather coming back as you round out the week ahead. around the bay area, 65 san francisco, 78 san jose, low 80s for morgan hill and santa rosa northward, the weather is going to get a little weird. increasing clouds and maybe a few stray showers across the north bay to early tomorrow. areas mainly ukiah north and there comes the warm-up as we pass the middle of the week. we approach the upcomingnd with. >> we got to take you out to the bay bridge. i want to show you the chopper shot. this person we saw working on the car still having problems. this is almost ten minutes in. i have been riveted to the shot. there you see to the rescue, the bridge crew arriving. hopefully getting this hooked up and towed before anything

happens. that person was working on the car outside of the car. cars flying right by. this is a potentially dangerous situation on the incline and causing a backup at the toll plaza as they slam down on the metering lights to restrict the flow. we track this over from oakland to the city. all of these folks from the rest of the east bay, livermore showing a heavy volume of traffic through the altamont pass, and all focusing, a lot, on that bay bridge. so this should be cleared but the backup has kicked off for that portion of the east bay. we're tracking this live shot at san jose 101 past bailey, the rig and all of the slowing because of the tow trucks and chp vehicles. the produce truck has to be moved. they haven't figured out how to off-load that. slowing 40 am before you get to coyote creek and then clearing to the rest of the south bay. this is a crazy morning.

the deadline to increase the nation's debt limit is coming up on august 2nd. and both sides are pretty far away from making a deal. brian moor is live to tell us what is supposed to happen today. good morning. >> we're talking about a deadline two weeks and a day away. a lot has to be done before congress can even vote on a plan. what's going to happen first is we're going to vote on plans, see congress voting on plans that are going to go nowhere. tea party republicans want to see a vote on a balanced budget amendment so that they will get that. that won't have the votes to pass but what it will do is give these conservatives a chance to go back to their constituents and say we tried, we did the right thing, we didn't have the votes to make it happen. we went with a compromise. a few minutes ago tim geithner says that he does believe there is progress, that there is a path forward that there are people talking here in washington. and it is moving in the right

direction. but exactly how it's all going to come together in the next two weeks and a day, nobody can say. marla. >> thank you, brian. the rush is on to protect a damaged nuclear reactor in japan. a typhoon is bearing down on the plant that was crippled by the tsunami and earthquake. workers are building a roof. they should have it done today. the typhoon is expected to hit tomorrow. >> bp reports one of its pipelines is leaking at an alaskan oil field. it says the pipe ruptured during testing and spilled a mixture of methanol and oily water on the tundra. bp is trying to rebuild its reputation after the massive spill in the gulf of mexico. it has a long history of oil spills in alaska. >> sources close to talks to end the nfl's lockout say fans can expect a deal by thursday, those talks resume this morning.

owners and players union meet with a court-appointed mediator in new york. it originally ordered both sides to meet with him in minneapolis on tuesday but he is expected to arrive in new york today in hopes of ending the work stoppage. progress was made last week. but some of the sticking points include re-establishing the union and selling several antitrust lawsuits. >> 6:45. the u.s. women's soccer team is on its way home with a broken heart from germany after the tough loss in the world cup final. the team left its hotel in frankfurt and boarded a bus today. megan says she and her teammates are trying to keep spirits up. >> pretty devastated obviously. losing the world cup final. you know, i think we have a lot to be proud of. we're going back to a country that is extremely proud of us. that means a lot. so we have to keep our chins up. >> team usa lost to japan in yesterday's final.

they started going and now traffic flow starts. this rig shows up as well as another rig. chp so they arrive on the scene. there they are the the three of them escorting this car off. no injuries thank goodness except for the injury to the commute. the backup forming. slowing off of the berkeley curve. now the rest of the bay showing you a smooth flow there. we look at the south bay as well. a jackknifed big rig. they are working on off-loading the truck. 70,000 pounds of produce. it's on the shoulder but a distraction northbound out of morgan hill up past bailey avenue we have a couple of cruisers, a car, we have two big rig tows and all of this activity. though no lanes are blocked there is big slowing all the way past the scene. the map shows you that out of morgan hill. this will be your jam. makes things lighter at the 85 transition. the area north of 680 shows the first slowdown, 45 registering at tully road. the rest of the bay area showing

more gradual build. livermore and antioch your typical suspects with a slow drive as well. >> no produce, though. everything -- >> we didn't see any. >> the drivers, though, going bananas. thanks, mike. 6:53. we're following breaking news out of oakland. a police chase ended with a car crashing into a home. christie smith is live on the scene with the latest for us. good morning. >> reporter: good morning to you, marla. that car has been towed out of here. i wanted to show you the skid marks on the sidewalk on web street that leads up to what happened. a fence that is torn up in front of what appears to be an apartment complex at 36 and west street near interstate 580. oakland police still flushing out details. we hear there may have been a pursuit or that the driver may have seen officers and took off for some reason. but we know that this did start on west street and ended up here.

again, what led up to this they are flushing that out. but we do know that police arrested the driver on the scene this morning as he tried to take off. we did see the man being arrested. he didn't have a shirt on. he was taken away in an ambulance. the extent of his injuries we don't know but he was clearly talking and asking for forgiveness. but at this point what we have here, car that's torn up, towed a i way and a fence that is completely torn up. oakland police trying to flush out what happened. we have a mess left in oakland. that's the latest. reporting live in oakland, christie smith, "today in the bay." >> i want to ask you a quick question. did the car actually go into the home? we see it's a brick house. did it stop at the fence there? >> reporter: it doesn't look like it went into the home. the only thing we can see if steve can pan over to these meters, maybe there may have been a little bit of damage to the brick there.

it's hard to tell exactly. you can see where the fence was pushed into that but it didn't go inside of the home. >> thank you. must have been going pretty fast. thank you. 6:55. almost two dozen san jose firefighters recently laid off will return to the department today. good news for them. this is all thanks to a grant from fema and the department of homeland security. 22 firefighters will begin retraining today. they were among 49 laid off last august because of budget cuts. the firefighters will undergo about six weeks of retraining before they can return to work. a new study finds the average person pays hundreds of dollars a month just to park in san francisco. according to collier's international the typical parking space in the city costs $375 a month. seems like a lot but not when you compare it to other places in the study. 26 international cities actually outrank san francisco.
